Biovail (NYSE:BVF; TSX:BVF) and California-based Valeant Pharmaceuticals (NYSE:VRX) have agreed to merge through a stock swap that will create one of North America’s biggest specialty drug makers to be called Valeant Pharmaceuticals International.
